Freelancing in the Philippines
The Philippines is one of the three largest seller countries on Upwork and the home of the virtual assistant industry. Freelancers here work almost entirely in English, get paid mostly through Payoneer and PayPal, and deal with the Bureau of Internal Revenue from the first invoice. This page sets out the structure, with a rate calculator in pesos.
At a glance
| Currency | PHP (₱) |
|---|---|
| Getting paid | Payoneer and PayPal (PayPal links to GCash), Wise for larger transfers, Upwork direct to a peso account. |
| Where the work is | Upwork, Fiverr and Freelancer.com for project work. OnlineJobs.ph is the dominant local platform and focuses on long-term virtual assistant and remote staff roles rather than bidding. |
| Tax ID | Anyone earning self-employment income registers with the BIR using Form 1901 and gets a Tax Identification Number, even a solo freelancer with no office. |
| Income tax | Self-employed individuals choose between the graduated rates (plus a separate 3 percent percentage tax) or an optional flat 8 percent tax on gross receipts above ₱250,000, available to those earning under ₱3,000,000 a year. The 8 percent choice is locked in for the tax year once made. |
| VAT | Registration is mandatory once annual gross receipts pass ₱3,000,000, the same threshold that gates the 8 percent option. Below it the 3 percent percentage tax applies unless you elected the 8 percent option, which folds it in. |
| Filing | Quarterly income tax returns (Form 1701Q) plus an annual return. VAT and percentage tax filings are quarterly. |
| Official source | Bureau of Internal Revenue |
Work out your rate in PHP
The calculator is set to PHP with defaults that are plausible for Philippines. Replace them with your own figures. The method is explained on the rate calculator page, and there are versions tuned to 22 professions.
Getting paid in Philippines
Payoneer and PayPal are the two common channels. PayPal is unusually well connected to Philippine banks and to GCash for cashing out, which is why many freelancers keep it despite the fees. Wise is used for lower fees on larger transfers. Upwork also pays out directly to a local bank in pesos. Run your usual invoice through the payment fee comparison to see what each route actually leaves you.

Frequently asked questions
Is the 8 percent option better than graduated rates?
Often, for freelancers with few deductible expenses, because it replaces both income tax and the percentage tax with one flat rate on gross receipts above ₱250,000. If your expenses are high, the graduated rates with deductions can win. Decide before the year starts, because the choice cannot be reversed for that year.
Do I really have to register with the BIR?
Yes. Self-employment income has to be registered and declared, and registration is also what lets you issue official receipts to clients who ask for them.
What is the cheapest way to get paid from abroad?
It depends on the amount. PayPal is convenient and links to GCash but has the highest total cost; Wise and Payoneer usually leave more in your account. The fee comparison tool shows the difference on your real numbers.
How much should I set aside for tax?
Use the simple mode of the tax set-aside calculator with your effective rate (8 percent of gross above the threshold if you took that option). Its US mode does not apply to the Philippines.
