Freelancing in Pakistan
Pakistan is one of the largest freelance supplier countries and one of the fastest growing. PayPal does not operate here, so almost everyone is paid through Payoneer or a bank wire, and export income has its own tax regime. This page explains the structure, with a rate calculator in Pakistani rupees.

Getting paid in Pakistan
Payoneer is the primary or backup channel for roughly four in five Pakistani freelancers, withdrawing to a rupee bank account in two to five business days, and its partnership with Meezan Bank allows near-instant in-app withdrawals. Direct SWIFT wires to banks such as HBL, UBL, MCB or Meezan are common for direct clients and carry a fixed fee that hurts on small invoices. PayPal does not support receiving payments in Pakistan. Frequently asked questions
Why does everyone use Payoneer?
Because PayPal cannot receive payments in Pakistan and Payoneer is built into Upwork and Fiverr payouts. It withdraws to a local bank in rupees, and the Meezan partnership makes withdrawals nearly instant.
Is freelance income taxed at the normal rates?
Foreign platform income usually counts as IT export income and is taxed at a low final withholding rate instead of the slabs, provided most of it arrives through approved banking channels. Confirm your own case with the FBR.
What does PSEB registration change?
It cuts the final tax on export proceeds from 1 percent to 0.25 percent. It is separate from the NTN registration.
Should I bother filing if tax is withheld anyway?
Yes. Filing keeps you on the Active Taxpayers List, and non-filers pay double withholding on many everyday transactions.
